State Bank Of India [SBI] — Ppf account

I have my and my family members ppf account with sbi, sowcarpet branch at chennai. The staff at the branch are not ready to extend the account for a block of 5 years after completion of 25 years of the account. The regional office is also not ready to cooperate and has forced us to close the account. The ppf rules provides for the extension of the account for on or more block period of 5 years. Further, it also provides that a person may continue the account without deposit after the first 15 years.
I do not understand why the branch is not extending the account and forcing the customer to close the account.
