Swachh Bharat Abhiyan... — i am complaining about my neighbouring plot which is raw and unbuilt.

The plot is unbuilt and many animals like snakes, reptiles generally comes and many insects like dengue comes to our house which is very big issue for us.
We talked the owner but he refuses by saying its my plot and no one can argue
Kindly please sell that plot or build it as soon as possible.
