Swachh Bharat Abhiyan... — irregular garbage throwing

My name is ramndeep singh. My address is new colony, village p. O. Bhoa, tehsil & district pathankot, punjab. There is a portion of land in front of my house, which is owned by a person who is resident of out of my district. The people in my town throw their garbage on the land which is in front of my house. People also use the land for open defecation near my house. I am unable to contact with owner of the land. During storm, all garbage came into my house and smell from the garbage cause a lot of problems to us. Please help to dispose of the garbage and stop further throwing of garbage and open defecation in here.
