Swachh Bharat Abhiyan... — Stagnating used water of my neighbour in front of my home

My neighbour s are allowing the flow of water of washed clothes from their home., wherein the water is coming near our home and getting stagnated by which there are a lot of mosquito s coming into home... Inspite of informing them several times... They are not responding...
