Swiggy And Paytm — money taken by swiggy n no delivery

I had ordered from swiggy for 1115, and made a payment thru paytm. But the delivery never took place n the amount was taken from paytm.
It's now 4 days iam chasing them both but they are constantly blaming one another. Paytm says the amount is with swiggy n swiggy says transaction fail so the amount is with paytm. I need my refund. Where can i officially complain in pune.
