We have bought a 3bhk flat in porur, chennai and have obtained no due letter from the builder. The builder has not obtained cc and tneb connection and allowed all residents (Around 400) to stay. The supply power connection from tneb temporary connection and from generators and started charging money. But we all have already paid rs.75000/- towards tneb power connection but the builder says tneb connection is possible till they get cc from cmda.
Meanwhile, the builder had installed (In the month of june 2017) the temporary meter (Not certified) for each resident and started charging money as per the meter.
Now, i would like to hear from the experts that do we have to pay the money as per builder bill? Is it legally valid to charge from us especially when we had already filled up the tneb new connection form-1 along with money (Rs.75000/-)
