Tamil Nadu Electricity Board [TNEB] — How is EB bill calculated if meter is not working or stuck

Hi Team,

Our EB bill was generated as Rps 7225for march and april saying average is calculated as meter has stuck . In reality where we never crossed rps 2500 till date . We reach EB office and asked how it is calculated and he explained Average of this year readings+ last year march april readings with current unit cost .

Is this how it calculated Eb bill in TN if meter is stuck.
