Tamil Nadu State Transport Corporation [TNSTC] — Conductor is using bad words to avail free tickets for ladies and he is not letting to student to go with bus pass

My sister is traveling from singanallur to women's polytechnic for college purpose. As per state government laws, ticket price is free for all women in tamilnadu and she is also having bus pass to go to college but conductor is using abuse words to make ladies especially college and school students to buy tickets forcefully. please look into this on priority and update me
