Tamil Nadu State Transport Corporation [TNSTC] — vehicle was not good. sounds in vehicle and seat pushback was not working

I have booked ultra deluxe bus on 1st april 2018, from theni to chennai, departure time 19:00 but the bus was of very bad condition. I enquired with conducter but he told that it is not his area of concern. It has to be complained to the officer which i don't to whom i need to complain.
Sounds in vehicle and seat pushback was not working.
Price paid fully for the seat but the service is not even half of that
