Tamilnadu Electricity Board (TNEB) — Line man not a working my complaint

Line number is sc - 2418 i have a voltage problem in eb line,
I am using fan, systems at the time fan is low and high circles for variance speed and system is shutdown, so i wrote the complaint register and spoke to line man (06. 07. 2015) but line man is still not clear the problem.
