Tata Docomo — AT&T toll free (000117) is being charged

I was using a TATA DoCoMo prepaid connection and I need to make AT&T audio teleconferencing calls.
AT&T No: 000-117 is a toll free number. However, I was being charged for the calls made to this number.
When I tried to reach Tata DoCoMo Customer care on the issue. They completely denied this number[protected] to be toll-free number. Can you please help me on this issue.

As per the conversation had with our team, we would like to inform you that upon verifying our records, you have been charged correctly for making outgoing call on this number 000117 on dated[protected] and[protected], the same cannot be refunded. Kindly note that, the number which you have mentioned is not a Toll free number of Tata Docomo. Further, we request you to send mail to [protected]@tatadocomo.com for further assistance.

You may refer AT&T webpage "http://www.bhcards.com/c-India~Toll-Free~000117~75020" it is confirming 000117 is tollfree, I checked with BSNL, vodafone they are not charging anything for this toll free number.

Not sure why Tata is charging, it seems Tata is not updated & charging wrongly.
