Tata Docomo — no service & problem resolution

Hon'ble Sir, I have been using Tata DoCoMo sim for the last five years and now I want to port my sim to another network but my problem is that I am unable to send and receive text messages. In this condition I called the customer care but they redirected me to another city and I am unable to go there to get the problem sorted out. Please help me as I want to register a case against Tata DoCoMo for this negligence of customers like me who do not have time due to work and responsibilities...
