Tata Docomo — outgoing barred

I have been trying to get my outgoing services disbarred from the past two years. My incoming is on but to activate my outgoing I need to verify my documents. There are no stores near me that would verify my documents and hence I'm unable to activate my outgoing. I've contacted customer care, mailed them, done everything. I have this number for more than 10 years so I really need it activated.

My number [protected] has been deactivated due to non usage, can you please reactivate it since my WhatsApp is attached with this number
Due to low network and old sim I want to port my number but port message is not sending, it says unable to send, tried all other methods non of them are working
