Tata Docomo — outgoing messages failure

I have 35 rs balance in my tata docomo account. my outgoing messages are failing. they are not being sent. provide a solution.i have been trying .the customer care is not responding too.there is no proper response at all.
i tried an sms pack. it didnot show any result too. I think docomo company is irresponsible. I kept my complaint in their website too. The problem is not yet fixed but they notified me that the problem is fixed and closed the complaint status.They are so so neglecting the customers demands and requests.When i mailed to [protected]@tatadocomo.com the only response iam gettjng is an auto generated reply which keeps me asking to wait. How many days should we wait.There is no chance to talk to a docomo agent directly so that customers can explain their problems.Is there any trouble management in docomo?
