Tata DoCoMo Photon Plus — Tata Docomo Agent Cheated me

Hi, My location does have any tata docomo gprs coverage, I already mentioned to the docomos agent when I took this connection, but he told me that the connection is cdma not gprs, its tower is different from gprs and contains full of coverage in your area and if not he will refund the full amout to me. When I checked from my home there is not a single bit of coverage in my area and when I try to contact that agent he wont response to my call. After that I registered a complaint in docomo at their customer care number, initially 3 times they called me and asked my house location and told me that their junior engineer will come and fix the problem, but its now reached more than 1 month, no one reached my home and now they messaged a monthly bill of 250 rs to my mobile number. I also try to close my connection but still they are telling me that the junior engineer will come and fix the problems. I don't know what to do next step, I am really tired by registering complaint with their support. Please help me to resolve these issue, I giving my connection details below.
