Tata Docomo — Tata docomo Wifi device not activated even aftee 10 days of delivery.

I had ordered a photon Max wifi data card, which was delivered to me on 17th Jan. Than I got a call asking me to send again scan copy of passport for activation. I did sent another scanned copy of passport but Still now my device is not activated. when I inquired, Customer care says they have escalated but they do not find any detail regarding the device in their system. I was asked to visit the store but store peoples say they do not have any detail regarding sales through eshop. Also they can not register a complain and give me a reference number as the number provided with the device does not reflect my name. It seems as no body wants to take ownership of product sold through eShop and unwilling to provide any information about the issue.
