Tata Docomo — unable to send sms and sim always shows roaming

I am unable to send sms to anyone from a long time for reasons unkown. Also the roaming is always on even if i m not out of maharashtra or mumbai. Pls help sort this out. These issues make me think to port to other networks. This is going on from a long long time and everyone suggests me to change my network. My mobile no. Is [protected]. Pls try to solve the issue as soon as possible.
