Tata Steel — bar size decreases in length from regular size

Recently i had purchased tata tiscon bars & tata binding wires.
In a bundle, i got a bar's size is 10 feet less than other bar's and regular size.
This is an sign of quality fault. I had got labour loss and other transportation losses.
