Tci Xps — Goods delivered short of quantity

I booked the goods with the company with DWB No.[protected] on 14 march 2022. The cartoon box contained the goods worth rupees 28671. The quantity or the number of peices were 39. the goods were delivered to the consignee but the quantity of the goods was short. The cartoon box contained only 28 peices i.e. 11 peices were missing from the consignement. i talked with the jhansi branch on 21 march 2022 and they made me talk with the person from transport yamuna nagar delhi branch. the name of the person was NEMCHAND and he asked me to wait as they could go to the consignee's address and verify the same with them. i waited for a day and called jhansi branch again and they made me talk to the same person and he asked me to wait for one more day as he told me they were having less staff. The next day on 23 march 2022 i called jhansi branch once again and they made me talk to the same person and the person very rudely said that they could not go and do what so ever i could do. Please take the action as soon as possible.
