[Resolved]  Telangana Southern Power Distribution Company [TSSPDCL] — bill cleared but showing arrears wrong billing and average units taken wrong

We cleared our bill on last month August 21st 2018, the total due till august was Rs 3902[ bill due 3115+ acd due 787] but by mistakenly the cashier at tsspdcl paid Rs 3902 as electricity bill. We paid Rs 787 extra for august bill however we thought it will be deducted from total due of next month bill of September.
But the bill this month is showing arrear of + Rs 513 instead of showing arrear – Rs 787 in negative.
We changed our meter last month when the meter was burnt in June 3rd [paying Rs 1300 dd]. The house was vacant from January. The house is a small room we are getting minimum units bills and average units bills [after meter burnt]. The average units were wrong in the month of July bill but still we cleared our bill and new meter was installed in august month ending.
After new meter installed the units consumed were 7 units but the electricity bill this month 6th Sept 2018 amounted to Rs 2324 for 200 units. They said its average bill. How can the bill be average bill when the new meter is installed? And the average bill is wrong as we never consumed more than 85 units in past 12 months.
The bill this month 6th Sept amounted to Rs 1811[200 units average taken wrong] and arrear showing Rs 513[arrear should be in negative Rs 787]. The electricity connection was disconnected by lineman for not paying one month bill which is wrong bill.

The person responsible for this is lineman. He is the one who billed in month of July. He is the one who made new meter installed after checking all bills are cleared. He is the one who billed in this September showing arrears knowing all bills cleared. He is the one who disconnected the electricity connection yesterday for not paying bill this month. The same thing happened in the month of January he did excess billing and disconnected electricity at month ending for not paying bill.
I am attaching the screenshot of data o[censored]nits consumed in past 12 months and the electricity bill of September 6 2018 and payment receipt.
I am paying unnecessary wrong bills from June.
Please help me in solving this problem.
