Telangana Southern Power Distribution Company [TSSPDCL] — Fault in Digital Meter - Excess Power Bill Issued

Dear Sir,
I am a tenant living in an Apartment at Adarsh Nagar, Deepti Sree Nager, in Madeenaguda, Hyderabad – 50. Complete address details are provided at the end for easy reference.
Last month i.e., for September 2020, I received shocking electricity bill of Rs. 2322/- consists of 356 units issued by Bill collector. Normally based on monthly consumption, I usually get a bill of Rs. 650/- varying below 150 to 170 units only on an average every month. Please check the earlier bills issued in your records.
I came to know from our area lineman that due to meter failure I got an amount of Rs. 2322/- during last month. I do not understand the calculation of this amount as the lineman started saying machine will automatically take the average bill.
But I have been paying the amount monthly in the Lockdown period also. But, this is the 2nd time during the lockdown that I got this shocking amount. First for non-issuing of current bills during April, May and June 20 due to Corona, has also been the same and again now due to meter problem again.
Lineman said that meter will be replaced by the end of this month (August 2020) since the Error Code displayed on the bill is 02. Refer to the attached bill. There is no need to raise any complaint for this as the meter will be replaced automatically by the team before the end of the September 2020. He also said that the same amount will be repeated in the next month also. Since I have his number, I was reaching him from 26th onwards reminding him to replace.
Today it is 1St October 2020. Lineman replied that meters are not available till now in the Miyapur TSSPDCL Office. Due unavailability of meter again I would also get the same amount repeated.
Kindly justify is this correct way of charging the customer? If you would have been at my place paying receiving such a huge amount consecutively for a period of 2 to 3 months (i.e., 2300/-) without using the power at all wouldn’t that be painful? I am a normal private employee.
Moreover, for your information, we were away from home in the month of August 20 for about 20 days at our relative’s house. This month also ie., September 20 I am not at home since the starting of this month till date. I will be back to Hyderabad this Saturday ie., 3rd October 2020. I do not have any AC’s or geyser or any other major power consuming home appliances at home.
So if now the meter is not replaced urgently, then again I would get the same amount next month also ie., for October 2020 as per the words of lineman.
If the meter is not available now, when can we expect the meter Sir?
NOTE:- I would also humbly request you to charge nominally like in the previous month’s bill instead of charging random units which is 3 times more than our normal consumption. Kindly issue new/correct bill with nominal charges
Request you to kindly look into the issue urgently Sir. If the same continuous now, I would not be able to pay the amount Sir which is really a burden for me as a normal customer.
