The Cake World — fungus bread and soggy cakes

I purchased brown bread and fresh cake for "The Cake World" shop located at Munusamy Salai, K.K. Nagar. The mfg date on the pack was 30/05/2015 and expiry date was 5 days from the date of mfg date. But on 1st june 2015 by evening time the bread turned almost full greenish with full fungus on it. Also the fresh cakes bought from them were very old stock and soggy. They charge much more than ordinary grocery shops. What will happen if children eat them by mistake? where is food security and control dept in this big democratic and developing country? who will hear to these complaints and take actions. The full risk lies with the customers, who in turn has no where to complain.
