Torrent Power Ltd — Meter shifting charges

There was renovation work going on my place so meter was shifted to other corner for safety purpose, now renovation has completed and i email them to shift Meter shifting from one corner of wall to another corner then i have received text message today 28/09/2021 that torrent will send team for meter installation today 28/09/2021. I took follow up that no have has came yet for meter installation then i got a call back from them and the person from torrent power ltd asked to pay INR 1120 for meter shifting!! My service number is 105005.

If do they charge for meter shifting (even cant be such big amount 1120) why they sent me message that team will come the install the meter??

They are also not informing (by physical letter or via email) customers before changing tariffs from residence to commercial!
