Trai — activation of selected pack of channels on airtel dish

I am a consumer of airtel dish tv having i'd [protected]-001. I have selected my own pack of channels and send it to airtel for activation twice, first on[protected] and secondly on[protected] but my pack has not been activated. I have contacted airtel customer care but get nothing except false assurancs.
Kindly help me & initiate legal action against airtel.
I have a proof in terms of two return messages in which airtel has assured me to implement the pack soon but they did nothing
