Trai — customer care is not attending our phone call and no response about our selected pack of videocon d2h

We have called several times in customer care before and after selecting our d2h pack. Trai - daimond combo but it is not activated yet if we get conected to the customer care they have not given is any satisfied answer. They said call after an hour but if we call back they never picked the call we are facing this problem since tuesday. I want my d2h pack must be activated as soon as possible. Thanks
