Trai — not migrated to new pack selected during january 2019 as per trai rules

I had given migration request to new pack as per trai rules during last week of january 2019. But the migration was not done and i enquired with tata sky during february first week why my plan was not migrated to my new pack. I was told that the new pack was not being reflected due to technical reasons and same would be reflected in due course when their technical issues were sorted. But on 26.2.19 my account was deactivated citing no balance. But i had recharged in january rs.240 which is more than the new pack cost of rs.152. Migration to new pack should have been effective from 1.2.19
