Trai — selection of channels

While selecting channels, all major channels are advertising their channels @ rs. 31/-, 49/- or so.
Now when we go for selection videocon d2h is asking for minimum rs. 150/- rupees of channels selection.
We do not want to pay such a huge amount. Than also d2h operators like videocon d2h is asking for minimum rs. 150/=
And on the contarary trai has no control on this issue.
Is there any answarable officer?
