Trai — vodafone changing my number from postpaid to prepaid

I am using a vodafone postpaid connection no. [protected]. Approx from 4 months i am going to vodafone care for changing my connection in prepaid from postpaid but they are giving me excuses that come after 15 days or 20 days your bill is not ready.

I have complaint it on call but vodafone is not solving my prob and charging the bill
Kindly resolve my prob.
