Truecaller — bill pending and money debited

I have proceed UGVCL bill through true caller pay on 18/9/2019 at that tom money debited and payment status pending. today status is still pending for payment UGVCL bill and money not refund. I contect UGVCL Complaint but he said your bill due in their data mens money not transfer to UGVCL from True Caller pay
