U P Electricity Board (Electricity Office Rajendra Nagar Sahibabad) — Mental harassment and illegal penalty

My cheque number 263832 of BRKGB (account no. [protected]) was dishonored two times by Idbi bank without any error and third time it got cleared. The mistake was accepted by banking officials. Penalty is deducted from my account two times. I want penalty back and compensation. I am mentally harassed because of this. I want an action within two days or I will complaint in consumer forum and will send you a legal notice.
