Uber India — charged for a undelivered order

I ordered food via uber eats and after an hour the order got cancelled.

I did not got any calls to my number

When i tried to place the order again it asks me to pay the amount of the previous order to continue further orders.
When i contacted customer care they ask me to pay the money.
.
Is it fare pay for an order which is undelivered?

Updated by abdulli2k After talking to customer care and sending emails nonpossitive response ..
They asked me to pay and then use uber eats.Theybsay as per rules it has to be paid.
