Uber India — wrong cancellation charge for uber ride

I booked the cab and after booking i didn't receive any call from the driver. And when i called, he said he cancel my ride. And uber charged me rs.63 for cancellation.

Now i am trying to send complaint mail but its says not accept incoming email.
When i go to help. Uber.com link its not working.

I don't know how to contact to uber and why they charge me wrongly.
