Ultratech Cement — Poor quality cement

I purchased Ultratech cement in August 2022 for new house roof. Cement is very low quality, it breaks easily and cement crack. Cement is checked from some fake guys who said cement is ok. If cement is ok then why they don't give written assurance that cement is ok. Per me Ultratech cement is not no. 1. It is third class cement and it should be ban from market.
