Union Bank Of India — 29900 Amount Blocked as showing under lien

I had applied for IRFC ipo on 20 January 2021 using UPI (Bhim), and Received mandate but that has been failed but Amount Block 29900 then received another Mandate same day which has been approved but amount 29900 blocked Again, While I did not get allotment and my one transaction Amount 29900 has been released and another 29900 Still showing blocked (lien), while I did not get any single allotment..
plz help to unblock my money as soon as possible, I need urgent money requirement due to financial issue, , , while I have sent mail to
