Union Bank Of India — agriculture loan (jewel)

I got agriculture jewel loan, last year. I gave patta & chitta. I paid 7%interest. But i didn't get rebate 3%amount yet. So please help to get amount for loan amount rs200000. I went to bank several time. But employees were not taken action against this matter. So please give me direction to get get rebate money from bank or where it has been received. Thank you.
