Union Bank Of India — atm swipe money deducted but not return accountant also not credited to the organization

On[protected] i have done an atm swipe transaction at an hospital using my atm, money was deducted from my account but neither credited to hospital account nor returned to my account, i called after 2hr waiting to my branch informing my situation and the emergency also begged them to help me some how, they put me to technical team but they said it will take 1month to return my money to my account but still now there is no response, i request you to kindly help me in this regards as my father's health condition is not good and we are suffering a lot.
