Union Bank Of India — denied to open new account

For new a/c ref no [protected] today went to open the a/c but branch manager said you address prof is different from the branch location and a/c can't be opened
Is there any such rbi guide line, i am seeking your help to open the a/c and your support will be highly appreciated.
