Union Bank Of India — digipurse wallet: transaction unsuccessful

I added Rs 5000 into my Digipurse wallet, money was added successfully however I am not able to make any transaction neither am I able to pay any of my utility bills. I have dropped several mails to the concerned team, however I have not received any response. I have contacted the B.O. and customer care several times and everytime they ask me to mail it to the ID and there isn't a single authority to resolve the same.
