Union Bank Of India — My amount not refunded after 4 months

I have done transaction of 700 rs in december 2016. amount is debited but transaction not completed.7-8 times called customer care and submited my complaint and they told me amount will be refunded in 45 working days but amount not refunded.
and now they ask me you are too late we will not refund your money.
my complaint number is: 19640053.
now completed 5 months but amount not refunded yet.
