United Bank Of India [UBI] — Money is debited from the a/c but money not dispensed

Myself pijush sarkar
My ubi account number is,[protected],
Branch :serampore, west bengal, pin-721201
I just try to withdrawal of rs.10000 money from hdfc bank atm machine, khosbagan, burdwan, westbengal (Atm no-s1acbu01)
Date of transaction: 01.03/2017, time : 13.18
But i get transaction error message transaction declined.
But from my account debited money.
Please kindly refund my money back asap.
