UTIITSL — PAN card update rejected and refund not provided

I had filed for changes in my mother's PAN by using Aadhar details and everything processed fine until i made the payment but then without offering any explanation they showed me my request was rejected, the website wasn't loading anymore and no mention of how why and the refund. I want my refund for Rs.106.90 regarding the same.
