Uttar Pradesh Power Corporation [UPPCL] — Asking bribe in the name of change of electricity meter

My name is Pradeep kumar R/o S 671 Sanskriti Enclave Eldeco Udyaan II Rae Bareilly Road Lucknow, having electric meter acc no [protected]. In the month of NOV 2020 the department peoples visited my home for non payment of electricity bill. My family ha deliver the chq of Rs 23250/- which was due, the chq was not presented by the department. On 30.11.2020, 5-6 person of the department came to my place and they had changed my meter delebreletly and saying that someone in past had broken the seal of my meter due to my meter need to be changed and asking bribe of Rs 150000/- to settle the matter. Pls let me know for what penality they are asking for. Whether the department is having such rule or not.
