Velex Logistics Pvt Ltd — Pan card delivered to wrong person

I applied for my Pan card a month back and when i checked for the status of deliver, it says it has been delivered but I haven't received the package. It has been delivered to the wrong person and there was no prior intimation to the provided contact information. This is very irresponsible and I need to know the details or atleast name of person who received the package for me.
