Vision SmartLink — Poor service + bad behaviour + not refunding my money

I am Jimit Shah from Ahmedabad.
My Customer id is :jimitshah
I bought connection from Vision smart link's employee Sanjay Dwiwedi, on 9th Feb 2017, Thursday with following commitment :
1. Connection would start before 11th Feb 2017, Saturday anyhow.
2. If I am not satisfied with service/connection/speed then company will refund my amount by deduct no.of days used.
On above two condition only I was agreed to purchase this connection.
None of them were satisfied however. First of all connection was not started by mentioned date. Sanjay Dwiwedi made me to talk with his Senior Santosh Yadav(who claimed sales head position in Vision Smart Link).
Santosh Yadav request me to wait for 2 days and he ensured that if there would be any problem after joining, I would get my money back. He himself agreed on these words in our following conversations after connection has issues like Speed/on-off.
He introduce some technical person named Vaibhav, who also argued in many way and also tried to convince for continue with connection but still I was facing same issue.
Santosh and Vaibhav continuelsy making false promises for refund and I called them so so many times and everytime there is no proper answer for refund from their side.
Even Vaibhav many time mentioned that refund is not possible, however he agreed for refund after having words with Santosh, as he told he already made commitment for refund.
Still there is no action for refund yet. Before few days Vaibhav told me that refund procedure took time and he would get it done by a week. Today(9th March 2017) it's more than 10-12 days and when I called him for status he started misbehaving and he told me that now refund will take time and no idea how much time it would take.
I mean amazing ! This is how they deal with customer! They don't fear of
I asked Vaibhav to provide call to higher authority, he asked someone to be on call, named Karan- who started speaking in totally unacceptable manner from the beginning. Even though Karan told me that there won't be any refund and you talk calmly otherwise I would cut the call, I was talking far properly than he did.
Karan hanged up my call without listing anything.
Vaibhav sent one technical guy named Narendra to check issue and I saw him speed issue when he was checking.
It's not a month even and I am facing so many issues and bad behavior from company, so I am wondering what not in coming days!
There were commitment from 3 persons from Vision Smart Link for refund. So I definitely need my money back without making any delay.
I drafted and sent an email to [protected]@visionsmartlink.com and [protected]@smartlink.com on 9th March 2017. Awaiting for their response but I don't think they would.
Sincerely looking for help. Kindly advise.
