West Bengal University Of Technology — refund of withdrawal amount

I am postgraduate enrolled the student and I have been ditched by the department co-ordinator of my previous college from which I took a withdrawal to enrol in another high ranked institution. As a student I accepted the words written in the mail communication and I am waiting since then that the words will be taken under consideration and I will get the refund amount of my admission fees and hostel fees along with caution money but since I have left the college, the Department coordinator is not giving a proper response as well as they are not refunding my money back as guaranteed it was about to be refunded in few weeks but it has been more several months that they have not refunded my money. On asking the reason of delay the authority states that this is not an issue which can be resolved suddenly and they are delaying the refund process without proper reason.
The institution name from where I had a withdrawal is named as MAULANA ABUL KALAM AZAD UNIVERSITY of TECHNOLOGY, Kolkata, West Bengal(formally known as WBUT). I am trying to get the refunded amount of my withdrawal from the admission in batch 2019-21 of course Masters in Technology of Biotechnology. The admission was granted through a test conducted by JNU.
I request the authority o[censored]GC to take proper action against such colleges so that a student shall be hindered for getting a better education and peaceful environment.
