Auto deduct of balance without any confirmations

I am using Airtel ([protected]) prepaid gsm services since more than 5 years.
Today I noticed that my mobile balance is Rs: 0.09 Then I called to customer care and asked about this deduction he told me that an auto Gprs plan of Rs 98 has been activated on 3rd Feb 13.

The online recharge was done through Icici bank debit card on 11 February 2012 at 5.30 in the name of bhartiairtel.

Airtel 3G speed issue

I have recharged with Rs 249 on feb 13 and i got 1gb of 3g data but my speed is very slow its just 10-15 kbps, earlier it was about 300-400kbps but now its very much slow. I also rang customer care but they always disconnect. Here's my full transcation details -
