Broadband — money

i paid 2500 /RS with neccesury for broad band student plan at 24.9 09 , but not provide me connection till now , i am suffering broblems because i am a student and im don't left my college and can not go everyday at center . When i call toll free no.40121 and request for check my connection then i know that my money not submit to company. when i am request for refund my money then your company distributer round me on offie and frod me and not attenned my call . Please help me and kind grant refund my money.
