Irctc — refund of payment

sir/mam,
I have booked ticket in irctc website to travel in simhapuri express dated[protected], i booked ticket on[protected], but the payment transaction has failed and they showed some error in the server, but Rs.221 has been deducted from my account and i didn't get any ticket from irctc, instead they are showing a message telling that " payment not received from the Bank", now what should i do to get my money back? i have the transaction id with me. please do me this favour

Dear Sir,

I had tried to book my ticket from yeshwantpur to new delhi, but the transcation was failed and the money wad debited from my account, I had used HDFC net banking, in transcation it shwas "settlement requested"
I want to know how soon can I get my refund, my transcation id is: [protected] and Bank: HDFC
