[Resolved]  Regional Passport Office, Kolkata — Misbehavior, Harassment and Humiliation

Sub: Harassment and Humiliation by Counter Official in the Regional Passport Office.


Sir,


This is to bring to your kind notice about the following facts:


I, with my wife personally went to renew our old passports (Nos A0481699 and A0481698) and queued at the counter no. 7 of your regional office at Brabourn Road, Kolkata on 14-8-07. The person in the counter asked me whether the photos pasted were from digital camera. I confessed that it was indeed taken from digital camera in the studio. He immediately rejected my application on that ground and asked me to paste photograph from a negative only. I politely asked him about the technical reason. He became so furious that first asked my profession, then insulted on my profession and then replied that it was as per law and the problem of scanning the photograph. In front of all others he busted on me. Then he also rejected my wife's passport renewal application on the ground that there was no individual address proof for her. I still politely asked him that my wife is a typical housewife staying with me and my address proof that was submitted could he considered as the address proof. He even became more furious and threatened me to cancel my application if I insist for deposit and I would face harassment as well as loss of another Rs.1000. One experienced person in the queue advised me not to ask a question or argue with this person other wise it would be a difficult experience. I left the counter taking back my forms wasting a day and a casual leave.


On 17-8-07, I came again with changed photographs taken from negative and also a certificate from the bank as proof of my wife's recorded address. Since my wife suddenly fell sick and could not accompany me, I took a blank paper signed by her for any need. At first I deposited my son's passport application in counter no 3 standing for 2 hours - then I again stood on the queue at counter no. 7 for renewal of our old passports. Mean while, I left the queue for 10-15 minutes for talking to one of my students whom I met there. When I came to the counter, the same person who was there in the counter on 14-8-07 found me and charged at me that I was not in the queue and he had not seen me in the during last half an hour and would reject my application. He told me that he would simply cancel my applications with full authority. But when the others in the queue certified that I was really in the queue, he reluctantly received my applications but thrown away the same saying that it did not contain any documents. When I informed that our applications are stapled with all the documents except the original passports he again took but started abusing me on my profession referring to earlier days remarks. After he took my entire file checking all originals, he again returned my papers and documents carelessly saying that my wife need to come personally or give authorization to me. I told him that he had already seen my wife three days back when she came to deposit the applications along with me. But he threw the documents saying "come with wife's authorization letter". As a consequence, the passport fees of Rs 2000 which was within the original passport, fell down the ground without my notice. I temporarily left the counter to bring wife's authorization. Someone got the money and told the persons in the queue that he was going to return the money to me and left. Meanwhile, I wrote a letter of authorization on the paper containing blank signature of my wife and return to the counter. But the counter person started discharging abusive remarks on me and said that my wife's signatures were not matching and asked me to pay Rs 1000 only for my own passport. Then I discovered about the missing of money and the persons in the queue informed me of the fact that the person went to return the money in fact fled away. I had no money then and was forced to leave the place wasting another day and physical strain of long waiting in the queue. I was mentally disturbed, shocked and got insulted never before like the counter person blew at me. I have more than 33 years of experience of service in teaching and industry of which mostly at IIT Kharagpur- but never faced such humiliation and insult like that day that led me to nearly crying.


I had the experience of interacting with the persons at counter nos 1, 3 and 9. I received polite response and co operation from all of them. Only the person at counter 7 (I don't know his identity) is a black spot of your department and should not be allowed to deal with the public. His intention of harassing and insulting me is completely unknown and unexpected to me. Perhaps he does not want people like me to come in persons instead get it done through the agents.


I therefore request you to kindly enquire the matter and take necessary action so that no people like me get harassed without any fault.

Above was the complaint emailed to Regional Passport Officer, Kolkata immediately after the incident. But neither any action nor any acknowledgement to my complaint was conveyed to me till now.

Dear Sir,

I am Mumtaj Sekh, son of Sultan Sekh, residing of Vill-Shapkhali(Chakbagi), P.O.-Bishnupur, 24-Pgs(s). My File No. A064695. My Police Enquiry has complete 5 months before, but I have not received my passport.
Kindly check my status and proceded my passport as soon as possible
Complain is very genuine in nature. It is a very sad incident. Though most of the personnel of RPO office, kolkata are good, but there are few persons who waits their own agent instead of actual applicant.Regional Passport office do not give cognigence of such complain. They do not even check their e-mail letter months after months.It is a practice of RPO office of Kolkata. They do not even response if any one send letter through e-mail. Ministry of External affairs, New delhi should investigate and take action in the interest of all.
I request you to send your complain to Secretary, Ministry of External Affairs, Government of India, New Delhi-110001 and asked to put the name of dealing personnel & designation while seating on counter of Regional Passport office . So that in future, every one who would be harassed in future can get the name of dealing person and designation, so that complain can be lodged specifically.
RPO, Kolkata has to take action of the said misbehaved working employees and if required transfer him from kolkata to other states of India.
I hope Consumer forum should take up the matter with the Ministry of External Affairs, New Delhi, if they truely want to give service to the consumer.

EMPLOYEE — No proper Guidance/Response (Passport issue)

This is shamshuddin,

Subject : Birth year wrongly printed on my wife's Passport.

My wife's actual date of birth is '[protected]', but in the passport its printed as '[protected]'. which is wrong.

So we have requested to re-issue the passport on[protected] with correct Birth year, which is mentioned on the given proof of documents. But still there is no change in the status.
Can anyone please guide me howmany days normally it will take to re-issue the passport, if the change is on ' BIRTH YEAR ' and How could be the process ?

One more thing when we enquired while applying for re-issue of the passport with passport officer, who collected the re-issue documents they told it will be re-issued in 15 days (Today is 28/07/2009)

This kind of people only corrupt the whole department, as per my view the public should cooperate and on the spot if they would have gathered and blasted him properly he would have got to know a lession, 1st of all they think themself that they are the superior authority, the GOVT should also throw them from the service, then any one will get a lession, if i would have been there i would have given him proper slaps though let my PP is in doc
I went to RPO, Bangalore for some inquiry as my passport was unnecessary delayed. I was waiting in que since 6 in the morning. I went to the inquiry counter at 11:30. The officer at counter asked me something in Kannada. I told him that I don't know Kannada. He furiously told me that why you come here if you don't know Kannada. I abused me and told me to ask only one question. I asked him my question and he answered it in very negative way and told me to get out of RPO. I politely told him that I need his guidance on a question. He abused and threatened me in front of almost 250 people and called security to throw me out of RPO. I could stand at the inquiry counter only for 20 seconds after waiting for almost 6 hours. The only reason behind this was me not being from Karnataka. Such a high level of regionalism is prevailing in RPO, Bangalore. Please tell me if anybody knows any strong platform to raise this regionalism issue (where I can expect some action against that person)
I shankar Maitra, a senior citizen, a physically handicapped person, patient and an-employee of Government of West Bengal for 6 years and 33 years with American Express Bank Ltd/Standard Chartered Bank. In the month of September 2010 I handed over required fee and the agency commission to one Mr. Mahadeb Mondal, passport agent and very much known to me, for doing everything on behalf as I am unable to movew much. My file No.A079199 dt.17.9.10, My wife's A085695 dt.7.10.10 and my minor daughte's F019195 dt.12..10.10. When police verification took place, I was asked to pay quite substantial amount for us (3 persons). Anyway, I bargained to pay them may be something partly satisfactory and they issued only one IP to me 36038.

nstead of all the above, no passport was issued but surprisingly enough my file was closed and my wife's and my daughter's passports were hanging in the balance. The agent concerned Mahadeb Mondal, never talied to me nor tried to help me. His brother, Joydeb Mondal was also engaged temporarily on non work no pay basis by the above said Mahadeb Mondal. He was very close to me and trusted. On 26th Mrach 2011, he came to me and asked that one certain Assistant passport Officer require Rs.4000.00x3=Rs.12000.00 and in return, he would release all the 3 passports within 7 days from that day. As I was extreme urgency and blind faith on Joydeb Mondal, I paid him Chq., No.132418 sdt.26.3.11 for Rs.12000.00 to be encashed from my banker, Standard Chartered Bank, 21 Old Court House Street, Kolkata 700001 I do not what happened to that money but till dat, I have not received the passports.
