Samsung Mobile — no. not started

I have purchase samsung galaxy duos ,along with this one reliance sim is given . i have already submit my id and photo to reliance but no. is not yet started after first frc .i have submit id and photo twice but the retailer daily told from 15 days that your no. will start today.
